LEGAL DOCUMENTS ISSUED IN DECEMBER 2015
Decree No. 133/2015/NÄ-CP defines the coordination of the militia and self-defense force with other forces in border, sea and island protection; protection of political security and social order and safety at the grassroots; and forest protection and forest fire prevention and fighting.
Decree No. 134/2015/NÄ-CP details a number of articles of the Law on Social Insurance for performing voluntary social insurance. The Decree specifies the retirement and death allowance, social insurance fund, mode of payments, premiums, closing time, changing mode of payments and social income and social insurance points and the procedure of voluntary insurance.
Decree No. 135/2015/NÄ-CP stipulates indirect overseas investment. Six organizations are allowed to pour indirect overseas investment including 1- stock market and fund management companies, 2 - stock investment fund via fund management company (stock management fund) and stock investment company, 3- insurance businesses, 4 – commercial banks, 5 – general financial companies, 6 – State capital and investment corporation.
Decree No. 137/2015/ NÄ-CP details a number of articles and measures for implementing the Law on Citizens' Identification. The Decree defines collecting updating, editing, correcting, sharing, exploiting and using the information taken from the national database on population, as well as structuring personal identification number, order and procedures for issuance of personal identification and enforcement measures for citizen identification.

TAX AND FEE SUPPORT HINGES ON MPI PROPOSAL APPROVAL
“Business and production activities of enterprises remain in big difficulties. Domestic purchasing power has reduced and people are tightening their belts,” the MPI stated. “Demands in the domestic market are still standing at a low level, while manufacturing and processing enterprises have low competition. These are among the biggest difficulties.”
VIETNAM’S TEXTILE SECTOR BRINGS IN $37 BILLION IN FDI
The foreign-invested enterprises play an important role in the textile and garment sector, contributing 65 per cent to the sector’s total export turnover. Major investors mainly come from South Korea, Taiwan, Hong Kong, and China. Among them, South Korea is the largest foreign investor in Vietnam’s textile and garment sector.
FDI FLOWS STRONGLY INTO MANUFACTURING, REAL ESTATE
According to the General Statistics Office (GSO), the total FDI disbursed in Vietnam in the first four months of this year reached an estimated 6.28 billion USD, up 7.4 per cent year on year, the highest four-month amount in the past five years.
